Not sure why there haven't been any other positive reviews so far, but personally I have been enjoying Wind Breaker season 2 a lot. Is it perfect? Of course not. But it knows exactly what it wants to do and executes it well.
First off, if you are watching season 2 that means you have already seen season 1 (and presumably enjoyed it). If you didn't enjoy season 1, then I see no reason to continue watching something that you don't like (hatewatching is lame).
Alright, now that that's out of the way, onto the rest of the review.
Story and Characters: Definitely the weakest part of the show. Sakura is a typical tsundere MC with a good heart. He wants to protect Bofurin from all the rival gangs and does so semi-successfully. However, I think the side cast is more interesting. Characters like Hayato, Kyotaro and Ren are easy to follow and provide and are more dynamic and have more layers than the MC. Other than that, it's a typical delinquent story. Gangs fight other gangs. Nobody is watching this show for the story anyways so for me the criticisms are somewhat unfounded. On one hand, the story is generic but on the other hand that is not the main appeal of this show at all and was never from the beginning.

Animation: By far the best aspect of this show. The fight scenes are clean and fluid, and the choreography is exceptional. Additionally, the camera work in the big group fights is impressive and the hand to hand combat is done very well. Cloverworks are a great studio, and although they don't usually do fighting anime, they really knocked it out of the park for this one.

Soundtrack: The OST in this show is good, it gets you hyped up and does its job well.

Voice Acting: The voice acting quality in this show is very high. There are a lot of high profile VAs in the cast such as Uchida Yuuma, Shimazaki Nobunaga, Chiba Shouya and more. They do a good job of portraying the emotions and personalities of their respective characters.

Overall, Wind Breaker season 2 is a solid show. It's not a groundbreaking story, and it's not reinventing its own genre, but the delivery, execution and presentation makes it a damn enjoyable ride.
