Psycho- 3

Thanks to the Sibyl System, the mental states of society can now be measured on a numerical scale. Using these "crime coefficients," a culprit can be apprehended before they ever commit a crime. But is it a perfect system? For Inspectors Kei Mikhail Ignatov and Arata Shindou, that remains to be seen, as their career with the Public Safety Bureau's Crime Investigation Department has only just begun.

Shindou and Ignatov are assigned to investigate the crash of a ship carrying immigrants, but they begin to suspect that it was no mere accident. Meanwhile, a mysterious group called Bifrost is observing them from the shadows, but they are not the only ones who have taken an interest in the two new Inspectors.

To me season 3 feels like a very interesting reboot more than a sequel. It's very similar to how the shift in Tokyo Ghoul RE felt from season 1. The world is quickly and heavily expanded on, things get fleshed out. For example, the beginning they address how politics work together with the Sibyl system. They go into how genetically engineering people is a thing in this world. The technology of he world is a step up here, as even in episode 1 we get to see a enger drone, then in episode 2 we get to see how dominators can be ... activated outside the grid. It even shows us how people live outside the law in the slums. Overall a great improvement for me as a fan of the sci-fi setting.

Honestly, there are so many ways this show does a proper sequel, even though it changes so much. We get to see the old cast show up early episodes. We get to see references to the events in the movies. Even the season 1 soundtrack get's brought back at times. The show feels like a sequel because it continues from where the show left off in exploring how the Sibyl system is exploited. This time, by the top 1% of society. Naturally the detectives are upgraded to match the threat. If in season 1 we had junior detectives and more or less grounded every day police, in season 3 the main characters are elite operators who have more insane CQC, investigation and people skills. These guys don't mess around.

The reason it's more of a reboot than a sequel is because of how many new things are introduced compared to how many things are actually followed up from the old season. This is due to the new characters and concepts, and also due to how long ago the show had a season the last time.

As a fan I got what I wanted, I would recommend getting into this series for fans of dark noir, cop dramas. Psycho is everything anime can be if they stopped choosing virgin half brain man children as their target audience

This review is for Psycho- 3, the third season of the series. This portion does not include First Inspector, which takes place directly after the end of Season 3.

Summary:
Psycho- is a psychological, detective-style series set in the future. Law enforcement is governed by the Sibyl System, which utilizes a person’s hue and Crime Coefficient to determine their mental state and likelihood of committing a crime. Psycho- 3 sets aside some past characters and motives like a reboot, and it introduces new characters and the is story guided more by human politics than its predecessors. Overall, this season is an improvement from season 2, ... though it does have glaring flaws.

Story: 5/10
Season 3 picks up some time after Season 2, with significant changes to the cast, immediately evident starting in episode 1. The story focuses more on a mystery motivated by a complicated political hierarchy (no spoilers), which is an improvement from the storyline in Season 2. The overall themes in Season 3 are still weak compared to Season 1, but they are more interesting than Season 2, and the plot focuses more on humanity than it does the repetitive AI-style Sibyl System prominent in previous seasons. The story is mysterious, though incomplete at the end of the 8 episodes. To understand the full story, you must also watch the three episodes of Psycho- 3: First Inspector, which will be reviewed separately. Generally, the story in Season 3 is an improvement from Season 2, though it does jump around with many unanswered questions, including the jarring removal of a main character and the evident hole in the Sibyl System that had not been explored before. Furthermore, some abilities are introduced with insufficient description and, although the abilities do add to the mystery and uniqueness of the characters, they break the rules of Seasons 1 and 2 in a murky way. Overall, the story is intriguing and more interesting than the previous season, but the pacing may be a little too fast, as it doesn’t provide the viewer with quite enough information to satiate the many questions that are posited along the way. While mysterious, the plot makes it challenging to understand the rules of the story.

Art: 9/10
The art is fitting, and the detail in the cityscapes is pretty. This season has the best animation out of the first three seasons.

Sound: 5/10
The music is average. The voice acting (sub) is sufficient. There is nothing special about this soundtrack, and the opening and ending themes are also average. The soundtrack does seem more fitting than in Season 2.

Characters: 6/10
Season 3’s characters are far more interesting and compelling than in Season 2. One flaw is that the series’ main protagonist is principally absent, and the story does not clearly indicate why. There are a variety of unanswered questions pertaining to the previous cast of characters, including how they ended up in the positions they did. Some roles are also new to the series’ world, with no explanation. Beyond this, the new characters are a significant improvement from the previous season. Instead of one-dimensional plot devices for characters, Unit One has a dynamic cast of people who actually interact and work as a team while also making challenging decisions. Shindo and Ignatov make a convincing duo, and the side characters are all intriguing. Although the antagonists, in the form of a political system, are mystical and intricate, they are a relative weakness.

Enjoyment: 7/10
Although it was confusing and had its flaws in plot and characters, this was an enjoyable watch. It certainly doesn’t have the same impact as Season 1, but it is an improvement from Season 2, especially with more interesting and compelling characters. Season 3 is entertaining, albeit unexceptional in overall quality.

DISCLAIMER: I'm not a manga reader so I always come absolutely blind to every anime I watch (that applies to any source material not just manga), so take into that I judge only what's presented in the animation and/or season story-wise.

ABOUT THE STORY:
This one was a hit and miss. It's sad that this series have really interesting and unique world-building elements but has failed to improve the narrative and just gets worse with each new installment, and here's why:

The timeskip is completely unnecessary and confusing. Everything about the ungoing story to this point was rendered meaningless for this story arc. Every mayor reveal and ... plot twist is now belittled in the portrayal of the season, and this was not the first time this happens. Sybil's true identity and Shinya Kōgami's reinstatement and transfer to the Ministry of Foreign Affairs along with Nobuchika Ginoza are neevr explained or even rendered relevant even though it is. With this last one we can assume he was offered the role at the same time as Teppē Sugo but it's never addressed.

This season did and awful job introducing so many new faces that no one really cares for during the season. The only thing keeping this afloat are the brief moments were we get to see Shinya, Nobuchika, Akane and Yayoi, characters that we as viewers grew to love/hate or at least got to really know. Even the analyst (Shion Karanomori) seems so uninterested towards what's happening in the Public Safety Bureau. And nothing gets to be explained at all, if the season were to be going in the direction of uncovering what happened to Akane during the timeskip, it'd be fine but it never gets addressed, on the contrary we're presented with a whole new plot. There's an organization all of the sudden that's comparable to the Iluminati but that definitely need to get their hierarchy order; it mixes up the (or ranks) "fox", "inspector", and "congressmen". When talking about "inspectors" might even include a translation error. The idea of the BIFROST organization was ok, but should have been presented, hinted or something in previous installments.

ABOUT CHARACTER DEVELOPMENT:
So... Everybody is doing fine I guess with whatever has happened during the last 3 years, I mean no one seems to really care, and that sent the message we shouldn't either.

• ARATA SHINDŌ: I loved the voice acting of Yuki Kaji (our so likeable Meliodas) but that's about it. It's common to develop overpowered characters but you have to do a really good job for the viewer to be ok with the fact they're overpowered. Satoru Gojō from Jujutsu Kaisen and Gilgamesh from the Fate Multiverse are great examples of that. On the other hand it's fine that Arata is a mentalist but him having supernatural powers because he's "overly empathetic" is such a poor excuse and is rather ilogical taking into consideration the laws of the world already presented to us years ago. We are suppose to be interested for his father even, a character that didn't even existed alive on screen. Who is his father and why would I care about that?

• SHIZUKA HOMURA: it's hard to criticize this one, he was presented as the main villain when they decided to focus on his promotion to "congressmen" but he never does that much as a character. Again he is another unsolved mystery that with whom we never get to connect as viewers.
