Fanservice can be distasteful, unnecessary, or able. And then there's this: fanservice so clever, confident and mindfully self-indulgent that it stops being fanservice and becomes a defining feature of an anime and a remarkable artistic achievement in its own right. Can't even get mad at it.

Panty & Stocking doesn't have fanservice. It embodies what other series would consider fanservice as a concept central to both its style and narrative. As a result, the show is almost entirely comprised of jokes about sex and bodily excretions, and is completely intent on running them into the ground as it plods along without any regard for decency or common sense.
Although it seemingly intends to desensitize more than it titillates, and can become very tiresome as the result, particular scenes are nothing short of extraordinary in their execution and sheer audacity.

Marin Kitagawa is one of the most intensely charismatic and lovable female anime characters in years, and the show takes full advantage of her onscreen presence and sensuality to carry the entire thing forward. You can tell by the fact that her movement animation alone takes half the key-frame budget of the show, especially when there's some soft tissue jiggling to do.
